This appears to be a very standard looking human female, the main unusual things about her is her out of place equipment. Her military leathers, black shades, and red beret seem out of place, the Beret bearing a patch with a skull labelled "1st" and the words "NCR RECON" Above it and "THE LAST THING YOU NEVER SEE" written below it. She seems to have a pistol strapped to her right thigh, a combat knife on her left, and seemingly always in her possession over her shoulder on a strap appears to be a very long rifle, kept in good condition.

Inspecting the person and not her equipment, you'd find a buzz-cut woman with brown stubble on her head, her bust not particularly impressive, though it is clear from how she moves, and hefts the large looking rifle on her back, that she keeps herself in very good shape. Her height is a moderate 5'6", fairly average. What this soldier is doing here is anyone's guess, but she definitely seems out of place, both in her mannerisms and style.
