Though obviously a cleric to Sheela Peryroyl, a halfling deity, there seems to be a collar around his neck. On closer inspection however, the collar seems to be worn to tatters and could easily be ripped off with a small tug. It is clear by this that Hoso is no longer a slave but holds on to this trinket out of fondness.
