Tell friendly, but idiot intolerant.

Every 500 years, a new dynasty comes into power - bringing with it drastic changes to the Tibezhen Empire.  The luck dragon from the previous dynasty mercilessly lays waste to the imperial family which it served so faithfully before, then silently leaves for a self-imposed exile in order to enjoy a peaceful and well deserved retirement.  A new luck dragon is paraded through the streets under much  celebration before it too is locked away in the palace to serve the new imperial family.

It has been almost a year since the previous dragon has taken it's most humble and deserved leave.

... and the new dragon is still nowhere to be found.
