One never sees Vashir wearing the same skin twice, or perhaps you had, you just wanted to forget it because it was so bizzarre. Vashir is some type of shapeshifter, constantly changing his form, depending on his mood. He likely has either forgotten, or does not maintain his forms long enough to learn how to speak with them, so he uses telepathy to communicate.
