A dwarf.  The signs are all there:  She stands at a mere four and a half feet; Her arms and shoulders are thickly muscled. likely from decades spent at an anvil;  An inordinate amount of hair (Though thankfully, all on the top of her head); Gruff disposition
 And yet, were someone to glance casually over her frame, the heavy breasts sitting prominently on her chest, perpetually on display in some manner of under-boob revealing top on their own could deceive the viewer.  Her too short skirts, put bare rounded globes of soft, spankable flesh on display. Were she a foot taller, the thick legs leading downwards from there wouldn't seem so stocky in comparison, and the illusion would have been further reinforced.

 But alas!  After so close an observation, it's impossible to dispute.  It is a dwarf, despite possible wishes to the contrary
