Description
Before you, standing at just over five-foot-two in height, is a... Dragon? Of some sort. While the figure clearly had some semblance with commonplace dragonkin and their ilk, they almost certainly weren't related to any known species.

This strangely draconic-but-not-quite figure was overall rather slender in appearance, muscled just enough to be a good swimmer but not a lot else. They were covered from head to toe in countless tiny scales of midnight black in shade, though random little spots of white were found on their scaled hide as well - Like little pinpoints of light in the sky, almost. Or eyes in the darkness. Where there was any flesh exposed, such as on fins or the insides of their mouth, it was a dark blue in colour - Almost more black than it was blue. Overall, too, they were.. Highly androgynous in appearance. Their figure could just as easily belong to an effeminate man as it could a tomboyish woman.

They stand upright on two wide, scaly, webbed, and clawed paws, which gave way to backwards-bending, digitgrade legs. Small fins adorned the backs of their knees, one on each leg. Upwards, slender hips gave way to an equally as slim belly - And between those legs lay a thin slit, hiding away whatever genitals the figure happened to have. Behind those hips, a long, spindly tail extended outwards - At the tail's tip and sitting atop it there was another larger fin. On the underside of the tail's tip, however, there was a strange vertical slit within the scales.. Perhaps it hid a stinger?

From the hips up the figure was.. Largely flat. They had a flat belly and a flat chest. Their back, however, was a little more curious - Where other dragonfolk might have wings, the figure instead had five fleshy nubs on each shoulder blade. Each nub housed a thick, transparent and highly slimy tendril of bluish hue, the wriggling lengths roughly six feet from their bases to their tips. They proved highly malleable and could easily mold together to form additional limbs, fins, or even large clumsy looking wings. And of course their arms were largely humanoid in appearance - Though they had additional fins on their elbows, and webbing of dark, bluish flesh between clawed fingers.

Finally, there was the figure's head - A sleek, scaled snout and wide ear-frills lent them an almost regal appearance. Slit eyes watched everyone around them with an eerie, unnatural violet glow, seeming almost to pierce through the world around them to observe every speck of life to be found. Their mouth, thankfully, wasn't anything monstrous and ungodly; While they had an exceptionally long tongue that telescopes out to about three feet in length, their teeth were quite mundane in appearance, akin to that of a canine or feline in shape.
While they were overall black, the ear-frills gave way to a subtle dark-blue, which gradually grew lighter and lighter until they were a pale white in hue at their tips. To top it all off, the figure had a number of decorative silvery piercings in their ear frills.

Those who spend extended periods of time around the strange figure might come to realize that, for some reason or another, their emotions don't feel quite as powerful as they normally would. Their favourite drink seems to be just a bit less enjoyable, or a normally engaging activity might feel as though it were missing something. The effect is negligible, however, and immediately passes once the figure is no longer in the area.

Someone familiar with the effect, and that notices it, will likely recognize it as a psychic drain - Akin to what one gets from certain varieties of vampire, or from a succubus or incubus.

It goes without saying that this means the strange figure has some small level of telepathic capabilities. They can read thoughts at the surface of one's mind if they concentrate on one person - And they can project some thoughts to a given individual as well, if they so desire.

Of course those who are immune to mind-affecting effects would be utterly immune to all of this, or those with a reasonably strong willpower. (Or those with a somewhat weaker will, if they're made aware of the figure's psychic abilities.)
