This creature is what you would expect. A Lich, though he bears no marks or insignia to any legion of undead, it seems this 'rogue' Lich is of his own accord and doesn't delve quickly into the affairs of war in the Dread. When speaking, his jaw doesn't move, which makes it obvious he speaks with magical projection.
