This looks like your typical savage orc. Standing incredibly tall, it definitely has a look of savagery among it, with a lot of various scars and old battle wounds. It doesn't seem to wear armor, and it's hard to say if it carries any weapons.

Seems like it's just another dumb creature standing about. He doesn't seem to know how clothing works, or just wears very little of it. It's hard to say why.
