The cat-like woman got stranded in Sinfar after an accident using transportation magic. Nowadays, after giving up on getting back home, she settled down in Saban, either lazying around in her library, travelling, or keeping herself entertained with... less proper means.

Tattoo on the side of her neck indicates, that Nessa attended some place of learning as an indebted student. Similar symbol on the other side proves that she finished her education, effectively being a master of whatever subject she studied.

Though the facility she attended doesn't seem to be local, in most places like that, the indebted students are supposed to work off their education in time free from lectures and studying.
In some cases, the student could be sponsored by a professor who'd recognize their talent. Being taken as an apprentice, effectively fast-tracked ones career in such places. Only reason why mentors weren't actively sought after most of the time, was the absolute control that they had over their pupil. A lot of unlucky students ending up as little more than glorified servants, or even slaves.
The tiny, inked letters, next to the other tattoo spell out the name "Yatoma", mostly likely the name of mentor that funded her studies.

Based on how gracefully the woman moves, it's hard to notice that she's blind until one sees her near-white eyes. Little things would remind people about that, like accidentally staring over someone's shoulder when talking to them, instead of looking them in the face.
